Over 120 million people were forcibly displaced in 2024 — a number that has more than doubled in a decade and shows no signs of declining. Displaced populations face acute vulnerability to violence, disease, statelessness, and intergenerational poverty traps. The humanitarian system, built for temporary emergencies, is operating far beyond its design capacity in what has become a structural feature of the international order. Climate change is adding a new driver of displacement that will intensify significantly over the coming decades: the World Bank projects 143–216 million internal climate migrants by 2050. UNHCR's funding gap is $3–4 billion per year, and the most effective response approaches — cash assistance, early labor market access, and investment in durable solutions — are systematically underfunded.

120 million forcibly displaced people as of 2024: 43.4 million refugees, 68.3 million IDPs, 6.9 million asylum seekers, 4.3 million stateless. This is one in every 69 people on Earth. The top source crises include Sudan (the world's largest), Syria (13+ years ongoing), Democratic Republic of Congo, Ukraine, and Afghanistan. 73% of refugees are hosted in developing countries. IDPs — the largest and least legally protected category — are concentrated in conflict zones in Africa and the Middle East with minimal international legal protection.

Neglectedness

Global humanitarian aid is approximately $31 billion per year, of which roughly $10 billion addresses forced displacement. UNHCR's annual funding gap is $3–4 billion. IDP crises receive far less legal protection and resources than cross-border refugee situations: there is no IDP Convention equivalent to the 1951 Refugee Convention. Climate displacement — the fastest-growing driver — has minimal dedicated legal or financial infrastructure. Resettlement capacity globally is approximately 100,000 places per year against 1.5 million UNHCR-recommended cases.

Tractability

Forced displacement has genuine tractability in key areas. Cash and voucher assistance programs by WFP and UNHCR deliver welfare improvements at lower overhead than in-kind aid, with strong evidence from Jordan, Lebanon, and Kenya. Economic integration programs — demonstrated in Uganda's progressive refugee policy and Europe's post-2015 evidence — show that early labor market access dramatically improves long-run outcomes for both refugees and host communities. Legal protection advocacy has achieved meaningful improvements in access to documentation and asylum procedures. The primary constraint is funding and political will, not technical knowledge.
